The "eliminate your electricity bill" promise is everywhere in solar marketing. The honest answer is more nuanced — and in many states, genuinely getting to $0 is harder than it looks.
What "Zero Bill" Actually Means
In states with 1:1 net metering, it's theoretically possible to produce as much as you consume annually — and owe nothing for energy usage. But most utilities charge minimum monthly fees ($5–$15) regardless of solar production. A true $0 bill is rare; a near-zero bill is achievable.
What Limits Getting to Zero?
Fixed Utility Charges
Most utilities have unavoidable monthly fees: basic service charges, distribution fees, and sometimes demand charges. In California, these fixed charges can be $10–$25/month. In some states they're as high as $50/month. Solar offsets energy charges — not fixed charges.
Sizing Constraints
Roof size limits how many panels you can install. If your roof only supports 6 kW but you need 10 kW for 100% offset, you're capped below 100% regardless of budget.
Winter Production vs. Summer Usage
In northern states, solar produces dramatically less in winter. A system sized for annual balance might overproduce by 200% in July but only produce 40% of usage in December. With 1:1 net metering you can "bank" summer credits for winter — but the annual math has to work out.
States Where Near-Zero Is Most Achievable
| State | Net Metering | Bill Reduction Potential |
|---|---|---|
| Hawaii | Self-supply / TOU | 80–95% with battery |
| Massachusetts | 1:1 retail | 85–100% (less fixed fees) |
| New York | 1:1 retail | 80–100% |
| New Jersey | 1:1 retail | 80–95% |
| Arizona | Partial net metering | 60–80% |
| California (NEM 3.0) | Export at ~3¢ | 50–80% without battery; 80–95% with battery |
The Right Question to Ask
Instead of "Can I get to zero?", ask: "What percentage of my bill can solar realistically eliminate, and what's my annual net savings?" A system that reduces your bill by 85% might save you $2,200/year — that's $55,000 over 25 years, which is a great investment whether or not you hit $0.
